Blocking any IP and new account users from creating new articles in Malay Wikipedia
Open, Stalled, LowPublic

Description

Hello there.

I got this request to install this IP blocking extension a long time ago (https://ms.wikipedia.org/wiki/Wikipedia:Kedai_Kopi_(lain-lain)#Blocking_IP_ranges_of_Arab_string_vandal) in Malay Wikipedia.

They suggested us for blocking only Arab in there but if possible, we want full IP editing block. because now there are so many vandals come from IP users in Malay Wikipedia.

Is it possible to block only certain Ips? Sometimes there is an IP that is ok to edit. Or do you have a system that blocks only the creation of new articles for IP users and users who have just opened an account?

Disabling non-autoconfirmed users from creating new articles has been controversial over the time. See https://meta.wikimedia.org/wiki/Limits_to_configuration_changes

I am personally not opposed to enable such a measure when the level of vandalism/spam/bad articles created is higher than the local capabilities to deal with them.

However the discussion you link here is not enough IMHO to implement this. You'll need to come with a strong community consensus via a local vote for Ops to consider not vetoing the proposal (and even then, they still can).

You can, however, use AbuseFilter to block certain IPs or IP ranges to perform some or all actions in your wiki.

I will create a solid consensus regarding to this request then. But for now I will use what you suggested first. I will update this task whenever we up to agree the consensus.

I just see that this topic is very debatable and controversial, but I am not expected that this could be so serious with among Wikipedians and Wikimedians whether to block or not to block IP editing. Maybe a big and more admins wiki is no need this kind of extension to solve their problems. But for us small wiki and with a few admins, we really need it.
