[BUG] Rotating in Nearby appears to automatically navigate to the users location

Description

Tested on 2.7.50289-beta-2019-08-23

Steps

  1. Navigate to nearby with location services turned on
  2. Scroll away from the local area and view some pins in another area
  3. Rotate the device (either way, landscape to portrait and vice versa)

Expected
The view stays within the current area

Actual
The user's current location area automatically appears

For example - In San Francisco, scroll/navigate to Portland, rotate, and now back in San Francisco.

Notes - This is happening across all my devices including tablet
