New Phabricator project for Wikicontrib

Description

I developed a new tool WikiContrib as part of GSoC'19. We request a new Phabricator tag to maintain the tool further.

Description: A contribution data visualization tool which can be used to view a developer’s contributions from different contributing platforms to the Wikimedia Foundation, designed to help the Scholarship Committee for reviewing applications for Wikimedia events. It can also be used by any other users to view the contributions of fellow contributions.

(Personally I'm not a huge fan of having differing names for stuff... contrabandapp in the URL vs WikiContribs in the UI; for example I cannot find "WikiContrib" on https://tools.wmflabs.org/admin/tools and "WikiContrib" sounds very generic as this is not about edits in a Wikipedia... But that's up to you.)

Thanks for the tag @Aklapper The tool is presently hosted with the name "Contrabandapp". It will be migrated to "WikiContrib" soon :)

@Aklapper I have created a new tool with name "wikicontrib" almost 12 hours ago. But I am not sure why it is not in the list of tools here (https://tools.wmflabs.org/admin/tools). I can find it here (https://toolsadmin.wikimedia.org/tools/?q=wikicontrib).

Aklapper removed Aklapper as the assignee of this task.

I just saw that https://github.com/wikimedia/WikiContrib/issues exists, hence reopening this task. Having two places makes people duplicate efforts and communication.

Could you please agree on one place (either Phabricator or Github) and close the second place? Thanks!

I am sorry for the delay @Aklapper. Presently, we thought we will be track most of the tasks from github. We also have plans of mentoring in outreach programs, and that is why think that it might be good for visibility sake to have WikiContrib.

If you plan to use Github for tracking tasks then IMHO the project in Wikimedia Phabricator should be closed and open tasks should be transferred to Github to not waste people's time.

OK @Aklapper I will shift all the issues reported here to github soon.
