Description

Background

In T226068: AMC Outreach - Modal we built a modal encouraging users to try out AMC mode on their phones. Then in T231206: Turn on AMC outreach modal we enabled this feature for 2 weeks.

Acceptance criteria

Turn off outreach modal on all projects with AMC for editors with 100+ edits on September 11th, 2019

Signoff criteria

AMC Modal is not visible

See rOMWC622cb63ceefa: Enable AMC Outreach modal for how we enabled this on prod.
Setting the wgMFAmcOutreach to false is enough.
