Cannot open images in Media Viewer if the file name is in Georgian script (due to additional nonsense prefix byte)

Description

I get an error "File does not exist" when clicking on thumbnails of existing files in a wikipedia article. This happens only to image files that have their names begin with Georgian characters. To see the bug please visit the article Роинашвили, Александр Соломонович, click on photos in galleries there, examine the source code. Thank you for your help.

I can't reproduce this today. I think this was also fixed by rMW416895821fdb: Update phpCharToUpper.json based on current differences (September 2019), like many other issues with upper case letters in Georgian.
