Allow Herald to remove flags (under "Maniphest Tasks > Personal")

Description

Herald rules can add a flag, but not remove a flag. It'd be useful to remove a flag I use for "take a look" without claiming for tasks that are eventually resolved automagically.

I understand this is probably more upstream than Wikimedia, but since Phab's Phab is...quite closed, filling here.

Thanks @Aklapper. Upstream says "Bugs marked this way must include a link to the upstream bug report in the initial description", could you please spend some words on that? Thanks!

Thanks, but that's...not what I expected :-). I guess it's to track upstream report in Wikimedia Phabricator. More clear question would be "do you/anyone at Wikimedia have access to Phab's Phab"?

Not necessarily. Upstream can refer to any upstream project. Maybe you meant Phabricator (Upstream).
