Add `D3r1ck01` to #Repository-Admins to deactivate Phab Diffusion repos

Description

Would like to request that @D3r1ck01 be added as member to Diffusion-Repository-Administrators to support the work this user does on Projects-Cleanup.

Reason: To be able to deactivate phabricator repo diffusions. Thanks!

Status of this? I don't see problem why @D3r1ck01 shouldn't be added?

Adding to Diffusion-Repository-Administrators won't fix what's requested... See the description: "Our ACL (access control list) is #acl*repository-admins".
I can imagine that the status of this is that nobody really feels in charge of judging or deciding, because nobody knows clear criteria. A classic. :-/

Done. This has been opened long enough with no concerns, so I've added @D3r1ck01 to acl*repository-admins. While acl*repository-admins is the new ACL, several Diffusion repos (old mirrors, etc.) still use Diffusion-Repository-Administrators to control access, so Diffusion-Repository-Administrators must still be kept locked until unless we're sure it is not controlling any important configurations, etc.
