When a user approves one or more suggested labels and clicks the "publish" button for a given image, a "depicts" statement with the appropriate value should be added to the file in question.

Getting this working is going to require some kind of Wikidata Federation enabled, since the suggestions returned by the API will correspond to entities in Wikidata (not in a local Wikibase instance).
