Notes about the specific questions. In general, we've got the information needed to start the Wikidata upload. There's some investigation needed about how to best work with the scans to get them up on Commons, but we're not prioritizing it very high, since only a small subset of the authors will be available for such an upload. The Wikidata part should be our main focus.
