Ref discussion on T232538: Make the parsoid server on the beta cluster a mediawiki app server.

Summary:

• I was advised to create a new VM with a deployment-mediawiki name prefix since puppet-prefix roles automatically enable the right puppet classes to make it a mediawiki appservrer
• I created a new VM and had to abort twice because puppet got stuck.
• @Krenair removed 2 of the roles from the puppet-prefix rules and recreated an instance which succeeded.
• I manually applied the remaining roles, but as @hashar noted, this defeats the purpose of the name-prefix.
• @Krenair noted that it took 20 minutes to apply the manually enabled rules and thinks puppet timeouts might be one reason. He also notes that the previous instance that @jeena created has puppet problems on there.

This is a ticket to followup on this situation since I closed the other ticket.
