Civi missing certain reversal types impacting recon

Description

This might be a fluky one-off, or it might be something that would affect reconciliation totals. cid=35317506 in Civi made a recent donation, # 9SL52563VV718294J, that we determined to be part of that batch of recent MXN fraud.
When we go to refund it at PayPal, it says that they had to decline the payment:

I have been trying to tie out a discrepancy in our financial reconciliation between Paypal and Civi. Donor services points out that they observe that there are some reversals and CB's that potentially don't make our Civi system that come in from PP. This would explain why we show more income than the PP's console each month.

The funds seemed to reach our CRM. PayPal offers us no way to refund or cancel this, though they encourage us to do so:

This might be a category of reversals that do not reach our CRM and thus we don't have as much funds as we think we do. Are we missing some transaction types in our Civi import that could be impacting recon?
