If you use this https://meta.wikimedia.org/wiki/User:Krinkle/Tools/Global_SUL User Script in your common.js at meta.wikimedia.org and visit https://meta.wikimedia.org/wiki/Special:BlankPage/globalsul you get an account for all public Wikimedia wikis and in this list labtestwikitech.wikimedia.org is listed too.

Labtestwikitech has a separate user database IIRC, don't recall if it's
open for public registration

IIRC it's not, but the web server config looks a little screwed up, as you get striker, not MW

Doesn't mean you need to be able to access it :). It's also not a CA wiki, same as wikitech.wikimedia.org, so it won't attach to your SUL account anyway

Ah, yeah, am on phone but it looks like it's serving Horizon, not MW or Striker.
Can't log in as labtestalex either (An error occurred authenticating. Please try again later.).

On a semi related note https://labtesttoolsadmin.wikimedia.org/ returns 502s
