Enable Content translation as a default tool (out of beta) for newly created Wikipedias

Description

Content translation is already available by default in several small Wikipedias (T225302) such as Javanese, Tagalog or Central Bikol. When a new Wikipedia is created there is a huge gap of knowledge to cover, and translation can be very convenient.

Considering that data shows that articles created as a translation are less likely to be deleted, it seems convenient to provide Content translation for newly created Wikipedias as part of their default experience (instead of doing it as a beta feature that users need to discover and enable).

This ticket proposes to enable by default Content translation for any Wikipedia that is created for a new language. We need to make sure that the change does not affect any of the existing Wikipedia (where Content Translation will still be provided as a beta feature in most of them).
