Password Reset: Inform Users of Valid Request after Special:PasswordReset [small]

Description

As a PRU user, I want to know if a password reset request has been successfully transmitted, so that I can proceed to my next desired action (which is to check email if I'm a good faith actor).

Acceptance Criteria:

  • If PRU is enabled and user enters info in both fields (regardless of whether it is valid), the user should be redirected to the new message page
  • If someone enters information for two separate accounts (i.e. username and email address that are not associated) and either have PRU enabled, the request is still "valid" and the user should be redirected to this message view
  • The following text should be displayed: "If this email address and username are associated with each other, then a password reset email will be sent."
  • The page should follow standard format of other message pages after valid request
