There are probably 3 things we could do to improve this
A) Allow it to be set via a CSV file
B) Allow it to be set via IRC
C) Create a script to generate the code so users can add it with 0 technical knowledge
We should decide which whether the hardcoded or CSV file takes precedence and make IRC changes reflect in the CSV file.
I'd make the CSV file take precedence

In my opinion, just make it an SQLite database. That way it can be added to via IRC and easily managed. The current system is super inefficient.

The current plan indicates we can support work on this until the end of June. I’ll probably move it around a bit by then so if we need longer than 30th June then we’ll find time.
