Highlighted area moves while scrolling on iOS/iPadOS

Description

As mentioned at T234170#5541720, iPad's highlighting issue isn't normally limited to just Wikipedia site but to other sites and apps as well, which is something that Apple Inc can deal with.

However, in this case, I believe that one particular issue is something to deal with as seen in below GIF images.

desktop site
mobile site

As seen in the desktop site portion, the highlight part moves while I scroll the source editing window up or down until the scrolling stops. Nonetheless, the highlighted area goes back to the content that I selected.

I tested out the mobile site; no issue there. I tried other apps and sites; no similar issue there as well. I can conclude that this issue is limited to just desktop site on iPads, including ones supporting the latest version, iPadOS 13.1.2. Unsure about other tablets, including ones using Microsoft Surface and Android, as I don't have such tablet OSes.

*EDIT*: No similar issue at 2017/Newer wikitext editor, especially while it's still at Beta stage.

*EDIT*: Found out that it occurs as well at Apple devices currently using iOS.

This is a Safari bug with selections in "nested" scrollable areas. You'll see it in any scrollable textbox on a website, e.g. this one on Phabricator too.

@matmarex The browse that was displayed in GIF "desktop site" image was Google Chrome. I don't think the issue is limited to just the Apple Safari browser, is it?

Sorry, I should have said it's an iOS bug. All browsers on iOS are forced to use Safari's rendering engine (including Chrome and Firefox) and all of them will exhibit this bug.

I tested the similar issue at one of random articles from ABC News website. If using an iPad or iPhone, click/tap the blue "Comments" button, type in anything lengthy, double-tap anything you entered in the comments box, and then scroll down. I captured the issue with the video, but the website is copyrighted. Therefore, I can tell you as much as I can in my ability.

I'm using the Apple Support app to contact an agent about this. I can conclude that it's no longer limited to just Mediawiki software but to another non-wiki website as well.

UPDATE: If ABC News is not enough, try Apple's "Create Your Apple ID" page, enter your first name, double-tap or hold the entry, and then scroll down.
