Description

Similar to T234062. This was spotted for mw-tools-codesniffer-mwcore-testrun. The job is using releng/composer, which is still PHP 7.0. I don't know what a replacement would be.
I'd like to note that the only other consumer of releng/composer is php-composer-security-docker, added for T74193 with r192564, which should be migrated as well.
