Enwikibooks: Rollback intermittently limited to administrators

It appears that, at random times, rollback is limited to only administrators

I think that this may be linked to the "reviewers" group (which shows up as "editor" on the SUL) may be rate limited on rollback.

The reason is this bug only shows up if I quickly do a number of rollbacks. If I wait a time period it goes away. Reviewers on en.wb don't have the "noratelimit" right that admins do, and admins don't seem to have this problem (see comments at https://en.wikibooks.org/wiki/Wikibooks:Reading_room/Assistance#Rollback).

I think what needs to be checked is the en.wb setting for $wgRateLimits. The WMF default is:

The rate limits for reviewers are the same as other normal editors, and should allow at least 90 rollbacks per minute (since it is limited by the edit ratelimit)

OK thanks for explaining that Danny. Still it feels like something connected with rate of action. I've done single rollback, and not had this problem. But when needing to do mass rollback on spamming vandals, this error crops up a lot.

Same problem here. I don't think it's a rate limit issue. On enwikibooks most of the time rollback works and sometimes doesn't.

Another weird thing happened. Rollback links from my watchlist disappeared for a moment and after I refreshed the page they came back!

As noted in the parent task (T234743#7063693), this might be fixed now. Your help with re-testing it would be appreciated!
