Add a message next to Change Password button

Description

The Change Password button is a place where people looked to find settings related to resetting and recovering their password. For this reason, it might be a good idea for us to add some messaging there to guide the user.

Hey @ifried, this is what I had in mind for the Basic Information section. What do you think?

@Prtksxna I like this a lot! Right now, it can be hard to know why someone should perform a specific action in Preferences, and this lets the user know (at least in terms of email & password reset set-up). So, this step-by-step guidance is great thinking :)

As a first step, we can potentially implement the third view ("Account recovery is enabled. See Email options for more settings") first. This view specifically ties to awareness of PRU, so it's the most streamlined version of the work. Meanwhile, the first and second views (while also great) are related to password reset awareness in general, so their priority is a bit lower. I've written a ticket for the third view (T234952), which we can discuss in estimation. Meanwhile, I'll think about whether it makes sense for us to implement the first two views for this project or if it's out of scope. Thanks so much!
