@Jclark-ctr and @RobH did troubleshooting on ps1-a2-eqiad and determined that the PDU and serial port 2 on scs-a8-eqiad work just fine, but the cable is faulty.

The cable needs to be fixed/replaced.

@RobH suggests the following:

• re-crimp the ends of the cable, test for function (if it works, done.)
• replace the entire cable and new ends, test for function
