Block renaming of certain users

Description

This is a proposal related to T101615: Create a blacklist of user who can not use Special:GlobalRenameRequest, however this is wider in scope: for a given username, prevent any kind of rename of it while in a list/special page.

Some requests ain't made using the GlobalRenameRequest form. Some users intend to circunvent renaming restrictions ''forum shopping'' to local wiki rename pages. This will avoid it.

If a user requested a rename at their local wiki (and it's accepted) that's a valid request; irrespective of whether a renamer on GlobalRename queue declined their request.

Am I missing something here? Why are there local wiki processes for handling renaming of users? I assumed this was made a global matter when SULF was done. How would a local wiki have any authority to approve or reject renames of global users?

Our policy dictates that "Frivolous, repeated, or inappropriate requests will be declined" - but people change the forum to bypass their policy-based denial.

Not everyone speaks English, as such, there are still local forums to listen to (global) rename requests. And no, GlobalRenameRequest is probably not going to replace all of them entirely because it lacks the method to talk between renamer and requestor (besides just 'go away' (with reason) or 'ok').

I don't think any local venue process request which got rejected from global queue because of user rename policy violations.
