Currently the language model used by the phrase suggester is only populated using title and redirect strings. This is completely use less for wikibase items and we even disabled the feature completely in T143260.
We investigate how to build the language on top of the labels and aliases of the entities. This will require some refactoring in CirrusSearch as this component was not designed to be extensible.
