Hi @Envlh @Lea_Lacroix_WMDE and thank you for pointing out this to me.
The Wikidata External Identifiers (note: it is not a part of the WDCM system as indicated in this ticket) dashboard is up and running.
I suspect that the window of unavailability was due to CloudVPS maintenance operations that were recently announced. However, it also might have been the case that you have accidentally tried to access the dashboard exactly at the moment of Shiny Server restart (less likely, but possible).
