Separate 'deleterevision' and 'undeleterevision' rights

As part of a request to reshuffle the patroller rights on ro.wp, we receieved the following message from the legal team:

The second things is that we would be comfortable if there's a way to split the delete and undelete rights (no idea if that's possible though). Having extra people who can help clean up content but who can't see it or make it visible to others would not be a problem.

Since the 'delete' and 'undelete' rights have been split in 1.12, I think separating the right to delete revisions from the right to undelete them would make sense.

Hmm, I am not sure why this is necessary. Some things in life are inherently in pair. If you are allowed to 'delete' a revision then definitely you should be trusted to 'undelete' the same revision. It does not make sense at all that you deleted something and now you can no longer even see it until someone with more superpowers come. It certainly doesn't make sense either to be able to 'undelete' what you cannot delete.
