Suggest multiple terms in phrase suggester

Description

Sometimes phrase suggester does not suggests the best term the typo may be (see the next section; I don't know whether it is a bug or not). It may be useful to combine the result of multiple possible terms in one single result page (This is what Google or other modern search engine will done: e.g. https://www.bing.com/search?q=lexecon will return results matching "lexicon" or "lexecon").

Original scenario: See https://en.wikipedia.org/w/index.php?search=giogle+translate. The term "girdle translator" is suggested, though "google translate" is much more similar and has much more results. (the second word "translate" is not misspelled. Why the phrase suggester replaced it?)

We have work in progress around better suggestions (T235828). We could re-evaluate the need to change the approach to suggestion once that work is deployed. In the meantime, I'm closing this as it is likely that it will be improved by the new suggestions. Feel free to reopen if you feel strongly about it.
