For example, https://xtools.wmflabs.org/globalcontribs/2600:387:0:80d::b0 results in "No contributions found" while https://xtools.wmflabs.org/globalcontribs/2600:387:0:80d:0:0:0:b0 works well.

After some testing, this appears to affect all tools. Therefore, I'm putting the code into the User module rather than the GlobalContribs controller.

That sounds right to me! Thanks for taking this on. It looks like you might already have a solution, but I did find this https://stackoverflow.com/a/12095836/604142, if that helps.
