Add Banners for 2020 Community Wishlist Survey

Description

What is the problem?

We need to inform users that the 2020 Community Wishlist Survey is now open. This update currently has limited exposure, and we would like to increase general knowledge.

How can we help you?

  • We want banners posted to inform users of this update on relevant wikis (i.e., Wikibooks, Wiktionary, Wikiquote, Wikisource, Wikiversity, Wikispecies, Wikivoyage, and Wikinews).
  • Display the banners with any registered users with at least 100 edits.
  • We want to use the previous year's text (which we cannot access), but it should be updated with 2020 dates.

What does success look like?

  • Banners are displayed that announce the wishlist is now open on relevant projects
  • We receive more wishlist proposals from users of relevant projects

What is your deadline?

  • As soon as possible

The banner has been set. The banner has been updated to match the new adaptive template. Icon, color and messages have been kept:

The banner will be displayed to every logged-in users on Wikibooks, Wiktionary, Wikiquote, Wikisource, Wikiversity, Wikispecies, Wikivoyage, and Wikinews, whatever the language. The campaign starts at 14:00 UTC today, and ends on 11 November 00:00 UTC.

The banners will be displayed to registered users with strictly more than 100 edits.

We will have to set a new banner for the vote!

@Trizek-WMF @Elitre Hello! We would like to now have banners added that states that the voting period has now begun for the community wishlist survey. From my understanding, we also had banners for this in previous years, so we would like to use existing banners. Thank you!
