Give suppressredirect right to filemovers on Commons

Proposals#Allow file movers to suppress redirects

There is already consensus for a new user group with this right (which could be named "extended filemover"), consensus for giving the right to all filemovers will be determined at Proposals#Limit suppressredirect for filemovers to a new user group.

Update: All filemovers should be granted suppressredirect. But I think we should get a Chinese translation of https://commons.wikimedia.org/wiki/Template:Filemovermessage/i18n first.

@DannyS712 If there could be some sort of notification before this is implemented I would appreciated it. I have email notifications enabled so just a simple post in this ticket would be fine. That way I can time the mass message to when this is deployed. Don't want people to accidentally stumble into this right before they understand what is expected of them. We also don't have the message translated fully. A Chinese translation is still being sought.

Perhaps @Liuxinyu970226 can do the Chinese translation? He is inactive on phabricator since April though.

Since I'm the one planning on sending the mass message, yes. Although the list is set up and anyone with the right to send mass messages can technically send it.

This is what he will send to all file movers to notify them about this change. We need more translation since not everyone can speak English.

I can do a Chinese translation as a last resort tomorrow, but it might not be great / idiomatic and will probably sound weird.

On a side note, it's interesting to see how presenting an actual problem creates completely different discussions.

Please don't feel pressured to do a translation that you don't want to do. This isn't an urgent matter that has to be resolved immediately. We can wait a little while longer to find a translator. I would never want you to feel forced to do something that you are uncomfortable with.

Please don't feel pressured to do a translation that you don't want to do. This isn't an urgent matter that has to be resolved immediately. We can wait a little while longer to find a translator. I would never want you to feel forced to do something that you are uncomfortable with.

Yeah, translation is a somewhat underappreciated task that a lot eventually get bored of. It's not surprising we aren't getting responses.

In any case, I don't want this task to be blocked on a translation for too long; I'll try my best this weekend if nobody else get it done.

It appears that @Roy17 completed the translation the other day. Thank you! @DannyS712 looks like you are good to go unless there are any other issues. I've taken the liberty of switching the task back to open, hope that is alright.
