"design" Cloud VPS project jessie deprecation

Description

The end of life of Debian Jessie is approaching in 2020 and we need to move to Debian Buster (or Stretch) before that date.

All instances in the design project need to upgrade as soon as possible. Instances not upgraded by 2019-12-31 may be subject to deletion unless prior arrangements for an extended deadline has been approved by the Cloud VPS administration team.

The Cloud Services team would like to have Debian Jessie systems replaced with Debian Buster (or Stretch if necessary) before 2019-12-31. Please do respond of this task with comments if you know you will not be able to meet that target date or have additional questions about what to do or how to do it. Ideally you will create new instances in your Cloud VPS project, test them, and then migrate any final state data to the new instances before deleting the old Jessie instances. If you need more quota space in your project to create new instances in parallel with your existing instances please create a quota request task describing the increase you need and referencing this deprecation task.

@bd808 That's on me now and I'm in contact with @Andrew. @Capt_Swing and @Prtksxna already gave feedback to Andrew where possible and said, their instances are removable. @JGirault is not part of the Foundation any more (for +2y).

Which instances are those? The discussion is not present on this task or on the 2019 project purge page (where this project was never claimed by anyone). I would be happy to delete any unwanted instances for y'all, but you can also do this through https://horizon.wikimedia.org/

@JGirault is not part of the Foundation any more (for +2y).

They are still present as an admin in the OpenStack configuration for this project. Offboarding from Cloud VPS projects is generally left to the project maintainers as some former staff remain active in a volunteer status after separation from the Foundation or other affiliate entities. You can use https://horizon.wikimedia.org/ to remove them as desired. User management is in the "Identity" section of that tool.

Note that this project is slated for deletion. I failed to notify the admins (or shutdown VMs) in a timely fashion so the deletion is scheduled for 2020-02-15. It's quite likely that this problem will go away then.
