Currently there're many Herald rules, and each transcript only have few passed rules. It may be convenient to only show passed rules by default (users may still request full transcript if they want).

Some conditions (e.g. about priority) are easily passed, but not the rule itself. I only want to find passed rules, not passed conditions.
In addition I don't think this is a scalable way once we have thousands of Herald rules. Loading a large webpage degrades browser performance.

Loading a Herald transcript a few times on a cold cache I always end up between 1.3s and 2.0s, and with 1.04MB passed. That is definitely not "large".
