Import offline translations

Some on-wiki logging

Only "log" is the edit summary to the translations
Proposed implementation:
If the translations are, eg, for 'Help:Logging' in french and spanish, create new log entries for 'Help:Logging/fr' and 'Help:Logging/es' noting the number of translation units that were imported, as well as if they were fuzzy, etc
