Currently, both Commons duplicate file and Commons file rename are global rules, and enwiki also has a separate Global replace rule for other commons' file replacements. These should be combined into a single commons file moving/replacing rule, which should include the Global replace rule currently only used for enwiki. Otherwise, some replacements are skipped (see non-automated edits listed at https://xtools.wmflabs.org/autoedits/fr.wikipedia.org/DannyS712/all)

Problem:
Many edits are listed twice, eg https://xtools.wmflabs.org/autoedits/en.wikipedia.org/DannyS712 counts some edits towards both global replace and commons file renaming

Proposal:
Remove Commons duplicate file and Commons file rename, and make the Global replace rule global (including expanding the regex to cover duplicates).
