Split off from T160565: Special:LanguageStats fails to update statistics in various cases

If this is possible, make all the aggregate groups collapsed both on Special:LanguageStats [...], and make their content load only after the "expand" link is pressed

A big consideration here is whether there needs to be no-JS support and how that would look like.
