Requesting more quota space in cloudinfra for 2x m1.xlarge (or custom) instances for buster cloud-puppetmasters

Description

Project Name: cloudinfra
Type of quota increase requested: Instances, VCPUs and RAM.
Amount of quota increase: +2 instances, +16 VCPUs, +32GB RAM. Enough to create two new m1.xlarge instances to replace the current puppetmasters. No floating IPs.
Reason: See parent task. This is theoretically a temporary thing.

We could come up with a custom flavour that gives us the VCPUs of an xlarge but the RAM of a small, that might work for these - the current cloud-puppetmasters appear to sit at around 1GB RAM usage.

I believe so yes. I think @Krenair is signaling that the quota can be reduced to the levels in use before this ticket was opened.
