Add a Netbox check for duplicate cable IDs

Description

Searching for cable ID #20045 right now, yields two results: one for msw-oe14<->asw2-oe14, and one for asw2-oe15<->cp3059 (this is one of four such instances in esams, cf. T237006). There were a couple of previous cases where it was for IDs going even to the same piece of equipment (a core router), which can be even more dangerous.

We should add a check for that in the cables Netbox report that alerts us to those instances. Uniqueness should be limited to the site, as the same cable ID in two different sites is not a problem.

A report with cables with no IDs (label) as well would be useful.

Okay the additional cable checks are in place, and appear to be correct.
