Actual:
When Payments Wiki loads, there's a flash of the Credit Card iframe chooser.

Expected:
When Payments Wiki loads the CONTINUE button is the only thing that loads/shows.

To reproduce:
Going to Payments Wiki from a banner.

Showing example in the attached gif.

Oh hey, this might be improved by using the resourceLoader's addModuleStyles (blocking, loads in head) rather than addModules.
