MediaWiki 	1.33.1 (34871e5)
PHP 	        7.2.24-0ubuntu0.18.04.1 (apache2handler)
MySQL 	        5.7.27-0ubuntu0.18.04.1
ICU 	        60.2
Elasticsearch 	5.6.16

Steps to Reproduce:

Have browser language set to a different value than the user preference in mediawiki.

Actual Results:

mediawiki_annoyance.png (1×1 px, 238 KB)

The popup obscures the edit tabs, and doesn't allow these to be selected. Eventually, after a longish wait, the popup will go away.

Expected Results:

The (IMHO unnecessary) popup should not cover essential parts of the UI.

The popup is there to quickly undo a language change if you accidentally select a wrong language. Does it happen on every login?

Yes (it would be nearly bearable if the drop down could be dismissed in some way, but as is there is no option but to meditate and wait every single time).
