Pages discouraged from translation should warn translators

Description

If Alice marks a translatable page as "discouraged" (e.g. via https://www.mediawiki.org/wiki/Special:PageTranslation )
And Bob later goes to that page, and clicks "translate this page", (e.g. https://www.mediawiki.org/wiki/User:Quiddity_(WMF)/sandboxtranslation has been marked as "discouraged")
Then Bob should be shown a warning that the page is "discouraged from further translation" so that he doesn't waste his time.
