Wiki admins should be able to easily set up a MediaWiki installation that uses Wikipedia or Meta for identity (MediaWiki-extensions-OAuthAuthentication for login and global user pages for user information). GlobalUserPage should be able to fetch all it needs via the API, but currently it relies on DB lookups, preventing use of an out-of-cluster wiki.
