Not just email notifications, onwiki notifications are not triggered too. @Reedy It's likely a feature request. I never got any notification when my global rights were changed.

Good point. I forgot to mention on wiki notifications were missing. I've opened T237882 as a subtask for that as well.
I am not sure if they worked previously as I've never had a global rights change before (was just granted gIPBE by @revi yesterday). I will defer to @Masumrezarock100 on that one.
