Add structured data on Commons to newly uploaded files during the Tech Storm

Description

It would be nice if GLAM uploads on Wikimedia Commons, happening during the Wiki-Techstorm-2019 would also immediately be enhanced with structured data.

Some of these can be done by anyone quite easily with existing tools, such as ISA, AC/DC and SDC. Others may be more complex and may need a bot action.

The last StructuredDataOnCommons report in the This Month in GLAM newsletter contains a list of tools with short descriptions: https://outreach.wikimedia.org/wiki/GLAM/Newsletter/October_2019/Contents/Structured_Data_on_Wikimedia_Commons_report
