User story

As a user who watches many pages over cross-wiki, I don't want to scroll all the way to the top to perform actions (Refresh, enable Live updates, mark as seen etc)

Make Request and Clear action buttons are sticky in Special:ApiSandbox but only in Minerva, vector, and other skins, it seems. They lose their stickiness in Timeless for some reason.
