We can (and should measure the CPU time spent when clicking on the menu on mobile. We can use the new First Input Delay metric to measure it. I've started that in T238056 but wanna do it both automatically in our synthetic testing (maybe for one URL at least) and then also run it on a slowish phone so we can have some before and after metrics before the switch.
