With the change to use OOUI for the preference fields, the ability to hover over the help icon (mainly in the Echo options) and see an explanatory tooltip was replaced by requiring a click on the icon to see the tooltip.

It would be nice if hovering over the icon was again supported to see the tooltip on these.
