Per T238413: Add translatewiki.net to w.wiki whitelist I propose to move both Translatewiki domain and site to WMF.

I'm closing this task as I believe it won't be useful to keep it open. Translatewiki.net is now Software in the Public Interest associated project. WMF doesn't have a suitable infrastructure that could host translatewiki.net currently.
