Maxlag should not take the dispatch/query service lag into account while editing non-entities.
This is much more useful for Commons where there's significant edit activity not related to entities.

I see this is talking about commons? But these elements of maxlag are not deployed to commons?
This probably ties i with many other tickets in this area of enabling better rate limits and controls etc.
Such as T240442: Design a continuous throttling policy for Wikidata bots and T252091: RFC: Site-wide edit rate limiting with PoolCounter
Which type of pages etc is indeed something that should be taken into account there.
It sounds like this will be primarily up to the query service team and the structured data team at the WMF to figure out when that happens.
