FlaggedRevs: Rename `ProblemChanges` to `TaggedChanges`

Description

Currently, flagged revs has a special page, ProblemChanges. But, the changed listed aren't necessarily problematic - they just have one or more tags associated with the edits. The name of the class should reflect the function performed.
