Description

Reported today by @Pablo-WMDE. Steps to reproduce:

Disable javascript (to avoid CSR filling the placeholder)
Go to https://m.wikidata.org/wiki/Q42

Expected result:

You should be able to see In more languages ~~and all entered langauges~~

Actual result:

This is unfortunately expected behavior. There is an open task to not show an empty "in more languages" section: T215538. The "all entered languages" section is never to be shown in the SSR output.

Working hypothesis is that in the past, while developing termbox, we were all surfing about with funky ULS cookies so "nobody ever" looked at a pure English version without any "more languages".
