Add latest jenkins debian packages to apt.wikimedia.org and upgrade jenkins to latest LTS (2.190.3)

Description

We run Jenkins LTS 2.176.4 and upstream is at 2.190.3 it is time to catch up.

We would need the Debian packages from upstream using reprepro for both Jessie and Stretch. The documentation is:

2.190.3 is now available in thirdparty for jessie-wikimedia.org and thirdparty/ci for stretch-wikimedia (given that the entire component is synced/updated by "reprepro update", this also updated docker-ce to 5:19.03.5 and containerd.io to 1.2.10-3)

For docker-ce / containerd.io, dully noted. I actually had a huge performance regression with those and rolled back to some previous version. I have noted the update on the related T236675#5717840
