Files uploaded before UploadWizard would auto-generate a file "comment" based on the file text.
If the file text is later revision deleted or oversighted due to containing personal information, this comment cannot be changed without uploading a new version. It does not make sense that you cannot hide the original upload file.

Please note that the file linked above is not a file requiring revision deletion - it is merely an example.
As we are dealing with files (which are most often in multitudes), the option of "re-upload a file, revdel, then revert to original" is not feasible.
Additionally, I considered re-uploading the exact file so that I can revdel the older version, I cannot bypass the duplicate detection.
